Laser Industry News — October 8, 2026: US Steel Plate and Aluminium Duties Stay, Laser Welding on a Steel Pickle Line, a Second 6 kW Fiber Laser in the UK, AI Welding Cobots

October 8, 2026

The US kept its antidumping orders on Chinese and Russian cut-to-length steel plate on October 5, with margins up to 128.59 percent, and opened a new circumvention inquiry into Chinese aluminium composite panels on October 2. U.S. Steel put a fiber laser welder on a pickle line as part of a USD 28.3 million upgrade. A UK sheet metal shop ordered its second 6 kW fiber laser five years after the first. And Korea put about KRW 68.1 billion behind welding cobots that learn paths from skilled welders.

1. US Trade Enforcement: Steel Plate Duties Stay, Aluminium Panels Under Inquiry

Two notices landed in the US Federal Register in the first week of October, and both point the same way. The US is not loosening its metal trade enforcement, it is widening it.

The first is a sunset review result. On October 5, 2026, the US Department of Commerce published the final results of the expedited fifth sunset reviews of the antidumping duty orders on certain cut-to-length carbon steel plate from China and Russia. The finding is that revoking the orders would likely lead to continuation or recurrence of dumping, with weighted-average margins up to 128.59 percent for China and 185.00 percent for Russia. Commerce initiated the reviews on June 1, 2026, received no substantive response from any respondent interested party, and ran them on the expedited 120-day track.

The second is a circumvention inquiry. In a notice applicable October 2, 2026, Commerce self-initiated an inquiry into whether aluminium composite panels produced in China by Shanghai Alumetal Decorative Material Co. are circumventing the antidumping and countervailing duty orders on common alloy aluminium sheet from China. The panels in question have a low-density polyethylene core bonded between two aluminium sheets, each no thicker than 0.2 mm, with a total panel thickness of 6.3 mm or less. They are made from 1100 alloy. The underlying aluminium sheet orders date from February 2019.

Action Applicable What it does Numbers
Cut-to-length carbon steel plate, China and Russia October 5, 2026 Final results of expedited fifth sunset reviews; orders stay in place Up to 128.59% (China), 185.00% (Russia)
Common alloy aluminium sheet, China — composite panels October 2, 2026 Self-initiated circumvention inquiry into panels made by Shanghai Alumetal 1100 alloy sheets up to 0.2 mm; panel up to 6.3 mm
Common alloy aluminium sheet orders (underlying) February 2019 Antidumping and countervailing duty orders the inquiry sits under Still in force

Here is why this matters if you buy metal out of China. A sunset review that keeps an order alive means the duty exposure does not expire the way some buyers assume it will. And a circumvention inquiry is the mechanism that closes the gap between a product that is covered and a slightly different product that is not. The panels in this inquiry sit one production step downstream from the sheet, and the question Commerce is asking is whether the alteration is minor enough to stay inside the order.

For importers of stainless steel sheets and pipes and aluminum alloy sheets and pipes, the practical work is paperwork discipline. Keep the mill certificates, heat numbers and melt origin on file for every shipment, and know which HS line your goods actually clear under. The direction of travel is toward more origin proof, not less.

2. U.S. Steel Puts a Laser Welder on the Pickle Line

U.S. Steel has taken delivery of a fiber-optic laser beam welder at its Great Lakes Works pickle line in Michigan. It is part of a USD 28.3 million investment in advanced high-strength steel capability at the facility, announced by Metal Center News on October 6, 2026.

The welder has one job, and it is a hard one. It joins the tail end of one steel coil to the leading end of the next so the strip keeps moving through the line without stopping. A dual-entry shear, capable of serving two pass lines, crops anomalies off the strip before the two coils are welded together. The work is scheduled inside a 30-day outage that begins in October.

Read the economics the way the mill reads it. The welder is not bought to make a prettier weld. It is bought so the line does not stop, and on a continuous pickle line a stop is the expensive event. A 30-day outage to install it tells you how much the company expects to gain from uptime once it runs.

This is the same calculation that shows up in our own order book on a smaller scale. Buyers who move from manual arc joining to a laser welding machine are almost never chasing weld cosmetics. They are chasing a joint they can trust without inspecting it three times, and a cycle time they can plan around.

3. A UK Sheet Metal Shop Orders Its Second 6 kW Fiber Laser

Unifabs Ltd, a sheet metal manufacturer in Nuneaton, Warwickshire, has added a second AMADA REGIUS-3015AJe 6 kW fiber laser cutting machine. The machine is being installed with an ASF II 3015 EU automatic loading system. The company confirmed the order on October 6, 2026.

The detail that matters is the date of the first machine. Unifabs was one of the first UK manufacturers to adopt this model in 2021. Five years later it is buying another one, not replacing the first. In between it has added an AMADA EML2515 AJP punch-laser combination and a laser welding cell.

Why it is newsworthy A repeat purchase, five years on, with automation attached

A repeat order from the same customer is a better signal than any press release. It means the first machine did what it was bought to do, and it means the shop has run out of capacity rather than out of confidence. The automated loading system is the other half of the story. Extra cutting capacity without automatic sheet handling just moves the bottleneck to the person loading the table.

We see the same pattern in export orders. Buyers who already run one machine ask for the second one with a loader and a shuttle table, because the numbers only work when the machine runs through breaks and shift changes. Our fiber laser cutting machine range lists the power and automation combinations that cover most sheet metal work.

4. Korea Funds Welding Cobots That Copy Your Best Welder

Doosan Robotics said on October 6, 2026 that two of its proposals were selected for Korean government R&D projects worth about KRW 98.9 billion in total, with about KRW 68.1 billion of that coming as government support. Both projects are about welding.

The first one is the interesting one. It builds an AI welding system for nuclear power equipment. A collaborative robot uses a camera to recognise the workpiece, and a digital twin generates weld paths that were learned from skilled workers. Doosan is targeting paths that match a skilled welder at least 95 percent of the time, a path error within plus or minus 3 mm, and more than 50 percent less time on multi-layer welds of five layers or more. Testing starts with tack welding, preheating and welding at Doosan Enerbility's Nuclear Center, then moves to shipbuilding, plant and defence work.

The second project pushes an AI chip into the cobot itself, so it can see, decide and act without an external PC or a cloud connection.

Project 2 AI chip inside the cobot — no external PC, no cloud

The change to watch is not robot speed. It is how the robot learns the path. Programming a welding robot point by point has always been the cost that killed the business case on high-mix work, because a 20-part order does not justify a day of programming. A robot that copies the path from your best welder is a different proposition on exactly that kind of job. The same week, Kawasaki Heavy showed a four-legged AI robot that climbs ship hulls and decides how much to weld, and FANUC brought magnet-mount welding cobots and an AI agent that reads handwritten work orders to FABTECH 2026.

None of this replaces the welder yet. It replaces the programming step, and on multi-pass work over five layers it is aimed straight at the slowest part of the job. If your shop already runs a fiber laser welding machine for the repeat jobs, automation is the next question rather than a distant one.

Frequently Asked Questions

Why did the US keep the antidumping duties on Chinese steel plate?

Because Commerce found that revoking the orders would likely lead to continuation or recurrence of dumping. The review was a fifth sunset review, initiated on June 1, 2026, and it ran on the expedited 120-day track because no respondent interested party filed a substantive response. The margins that would likely prevail are up to 128.59 percent for China and 185.00 percent for Russia, applicable from October 5, 2026.

What is a circumvention inquiry, and why does it matter to aluminium buyers?

A circumvention inquiry asks whether a product that has been altered in form or appearance is really the same merchandise as the one covered by an existing duty order. Commerce self-initiated one on October 2, 2026 into aluminium composite panels made in China by Shanghai Alumetal and exported to the US, under the common alloy aluminium sheet orders from 2019. The panels tested have an LDPE core between two 1100 alloy sheets up to 0.2 mm thick, with a total panel thickness of 6.3 mm or less. For buyers, the lesson is that a small change in the product does not reliably take you outside the duty.

Why is a laser welder being installed on a steel pickle line?

To keep the line running. The welder joins the tail of one coil to the head of the next so the strip never stops, and dual-entry shears clean the strip before each join. U.S. Steel is fitting it at Great Lakes Works inside a USD 28.3 million upgrade and a 30-day outage starting in October 2026. On a continuous line the value of a laser weld is measured in avoided stoppages, not in weld appearance.

How do I know whether a second fiber laser will pay for itself?

Ask two questions before you compare machines. First, how many hours per shift is the existing machine actually cutting, because a shop that has run out of capacity is a very different case from one that has a scheduling problem. Second, what happens to the bottleneck when you add capacity — if sheet is loaded by hand, extra cutting power just queues at the loader, which is why repeat buyers order the automatic loading system with the machine.

Do AI welding cobots replace welders?

Not yet, and that is not what the Korean projects are aiming at. They automate the programming step by learning weld paths from skilled workers, with targets of a 95 percent path match against a skilled welder, path error within plus or minus 3 mm, and more than 50 percent less time on welds of five layers or more. The profitable target is high-mix, multi-pass work that is hard to staff, which is the same gap that a laser welding machine addresses on repeat jobs.
