Laser Industry News — October 4, 2026: EU Steel Melt and Pour Proof, FABTECH Automation Wave, Laser Welding Reject Rates, Cut and Machine in One Setup

October 4, 2026

Two deadlines landed this week. Since October 1, every steel import into the EU has to name the country where it was melted and poured, and the out-of-quota duty doubled to 50 percent. At the same time FABTECH and EuroBLECH opened their launch wave with automation first. And a US fabricator showed what robotic laser welding does to a reject rate that was running at 85 percent.

1. EU Steel Rules Tighten: Melt and Pour Proof Is Mandatory From October 1

The EU replaced its old steel safeguard with a stricter regime, and the paperwork side of it started on October 1, 2026. Importers now declare and prove the country where the steel was melted and poured, not just the country it shipped from.

The legal basis is Regulation (EU) 2026/1384, adopted on June 17, 2026. It took effect on July 1, 2026, the day after the previous safeguard under Implementing Regulation (EU) 2019/159 reached its maximum duration. Two implementing regulations carry the operating rules. IR (EU) 2026/1457 of June 30 set the country quotas. IR (EU) 2026/1963 of August 28 defined the melt and pour evidence, and that part became binding on October 1.

The numbers moved too, not just the forms. The yearly duty-free volume is about 47 percent lower than the old safeguard, and the out-of-quota duty doubled from 25 percent to 50 percent. Regulation (EU) 2026/1384 opens tariff-rate quotas of 18.3 million tonnes across 26 product categories, and the Commission can adjust that total inside a 14.4 to 22.2 million tonne range.

If you ship steel or aluminum into the EU, this is a purchasing problem before it is a customs problem. A generic statement of origin does not satisfy the requirement. Customs wants a document that ties the shipment to the mill and the heat number, and the importer has no way to reserve quota in advance, so timing and allocation run together. Put the evidence in the purchase order and the supplier contract instead of collecting it by email after dispatch, and model landed cost with and without quota access. Our stainless steel and aluminum alloy pages list the grades and thicknesses buyers usually have to cross-check against quota categories.

2. FABTECH and EuroBLECH Open With Automation First

FABTECH 2026 runs October 21 to 23 at the Las Vegas Convention Center. EuroBLECH 2026 runs October 20 to 23 in Hanover. The previews this week read the same way: the machine is no longer the whole offer, the material handling is.

HSG Laser brings its GH series 2D fiber platform to booth C3425, paired with the Store Pro material handling system. The GH series runs from 3 to 60 kW on a standard 10 by 5 foot bed, in a fully enclosed frame with integrated dust extraction. HSG rates it for carbon steel up to 3.94 inches, stainless steel up to 4.72 inches and aluminum up to 3.54 inches. The company says the machines meet US safety standards and carry TUV CE plus FDA and CDRH 21 CFR 1040 compliance.

Hymson Laser Machinery shows HyLaser PRO at booth C159 with live cutting. The headline number is 2.0 g acceleration, which shortens non-cutting travel time. A SkyEye vision system reads remnants and re-nests around them, and HyAuto moves parts between loading, cutting and unloading.

Mazak uses EuroBLECH for the European debut of the Optiplex Ez-L, a 6 kW machine aimed at thin to medium plate, next to the Optiplex 3015 HP at 20 kW. Mazak puts the automation payoff in plain numbers. With a CSS 3015e loading system, machine utilisation rises from 50 to 60 percent up to 80 to 85 percent, because beam-on time goes up and lights-out running becomes possible.

For a buyer pricing a machine this quarter, the useful number is not the kilowatt rating. It is the utilisation. A 6 kW machine running near 85 percent produces more good parts than a bigger machine sitting idle half the day. Ask for beam-on time per shift in the quote, and ask what the loader does when it stops. Our fiber laser cutting machine page covers the power bands and plate thicknesses most shops actually run.

3. Laser Welding Left the Pilot Stage: 85 Percent Rejects Down to Under 2

AMADA AMERICA opened a Welding Technology Zone in Schaumburg, Illinois on July 14. The customer stories from that opening are worth more than the spec sheet.

Space Age Electronics had a backlog stuck in manual TIG cells. After moving to robotic fiber laser welding, with fixturing built in-house and five days of applications work alongside AMADA engineers, the company cleared the backlog in 90 days. The reject rate went from 85 to 90 percent down to 2 percent or less. The customer who saw the finished parts placed a follow-up order for 10,000 more components.

Iowa Customs builds bumpers and hub caps. With TIG, one welder finished three or four bumpers a day. With the fiber laser welder the team runs about six an hour, which is 40 to 50 a day, with no grinding after welding. On a tractor trailer hub cap, moving the seam to laser raised production 70 percent and removed the polishing step that TIG distortion made necessary. Stainless steel is 95 percent of what that shop welds.

The machines behind those numbers are not exotic. AMADA's FLW ENSISe head uses NC beam focus control, a rotating lens and a CCD camera, which is how it holds a seam across gaps and mixed thicknesses at low heat input. AMADA WELD TECH also pointed at weld monitoring on its bench units. Read the waveform, set limits, and the system flags a bad part automatically instead of leaving it to the operator's eye.

The lower-risk way into the same result is a dual-purpose cell. IPG's FlexCell platform takes either arc or laser welding on one foundation, so a shop can automate existing MIG or TIG work first and add the laser head later without replacing the whole platform.

The pattern in both shops is the same. The constraint was not welding speed, it was rework. When a reject rate falls from 85 percent to 2 percent, the second operation disappears: no grinding, no straightening, no re-inspection. If you compare a laser welding machine against TIG on hourly output alone, you are pricing the wrong thing. The material mix matters too, and a 95 percent stainless workload changes both the parameters and the consumables you reorder.

4. Cut and Machine in One Setup, and One Software Stack to Run It

Murata Machinery USA, which sells as Muratec, introduced the LS3015MC. It puts fiber laser cutting and machining in the same machine and the same coordinate system. The pitch is simple: the part never moves between the cut and the drill.

The specs are an 8 kW fiber laser that handles mild steel up to 25 mm on sheets up to 5 by 10 feet, a 4,500 rpm spindle and a 20-tool automatic tool changer. In one uninterrupted process it cuts, drills, taps, countersinks, counterbores, reams and deburrs. Muratec positions it for agricultural equipment, construction and heavy equipment components, material handling products and data center infrastructure, which is exactly the plate-heavy work that normally takes two machines and two setups.

Software is moving the same direction. Lantek shows v46 at booth C6037, and the notable change is the NOS nesting optimisation service, until now only on cutting technologies, being extended to punching machines. The redesigned Stackmaster handles palletising inside Lantek Expert, Flex3D adds tube-to-tube joint design and unbends bent tubes on import, and a new Tekla PowerFab integration links structural steel MRP to programming. A refreshed Control Panel is aimed at more accurate OEE figures.

Every extra setup costs a handling move, a re-clamp and a new reference point, and each of those is a place where a good part turns into a rework ticket. That is the real case for combining processes, and it is the same logic behind our work on laser cutting cost per part. If your part needs holes and threads, ask the supplier to quote the finished part out the door, not the cut blank.

Frequently Asked Questions

What does the EU melt and pour requirement actually ask for?

Since October 1, 2026, anyone importing steel into the EU must declare the country where the steel was melted and poured. A Mill Test Certificate showing the melt and pour country and the heat number is the standard evidence, and other forms are accepted only until September 30, 2027. A generic statement of origin is not enough if it does not prove where the steel was melted and poured.

How much did the EU steel safeguard change?

The annual duty-free volume is about 47 percent lower than the safeguard it replaced, and the out-of-quota duty doubled from 25 percent to 50 percent of customs value. Regulation (EU) 2026/1384 opens 18.3 million tonnes of tariff-rate quotas across 26 product categories, split half for free-trade agreement partners and half on a most-favoured-nation basis. The quotas run quarterly, and the extra duty stacks on top of other duties, antidumping included.

Is a 20 kW laser worth it if the machine sits idle half the shift?

Usually not. Mazak puts the automation effect in plain numbers: with an automatic loading system, machine utilisation moves from 50 to 60 percent up to 80 to 85 percent. A smaller machine running near 85 percent beats a bigger machine at half shift. Ask for beam-on time per shift, and the average time to clear a stopped loader, before you compare power ratings.

What did laser welding actually change in those US shops?

Space Age Electronics went from an 85 to 90 percent reject rate in manual TIG cells to 2 percent or less with robotic fiber laser welding, and cleared the backlog in 90 days. Iowa Customs went from three or four bumpers a day to 40 to 50 a day with no post-weld grinding. In both shops the gain came from deleting rework and secondary finishing, not from welding faster.

If one machine cuts and machines, what should the quote include?

Price the finished part, not the cut blank. Muratec's LS3015MC combines an 8 kW fiber laser with a 4,500 rpm spindle and a 20-tool changer, so drilling, tapping and deburring happen without the plate leaving the table. Every setup you remove also removes a handling move, a re-clamp and a new reference point. For buyers comparing systems, our fiber laser cutting machine range lists the power and thickness combinations that cover most plate work.
