Laser Industry News — September 28, 2026: Welding Parts Tariff List, $20.88B Market, 20 kW Multi-Process Cell, Mexico Steel Duties

September 28, 2026

US tariff paperwork widened this week to cover parts of welding machines and self-propelled cranes, while the cutting machine market forecast climbed to USD 20.88 billion by 2035 with fiber lasers holding 68 percent of revenue. In Germany a wear-plate fabricator put a 20 kW laser, a 3D bevel head, a drill and a tapping unit on one gantry to kill extra setups. And Mexico locked in five more years of antidumping duties on hot rolled steel from Russia and Ukraine.

1. US Tariff List Grows: Welding Machine Parts and Cranes Proposed for Section 232

The US Section 232 derivative list keeps growing. Proclamation 11021, signed on April 2, 2026, lets the Secretary of Commerce and the US Trade Representative add derivative articles to the steel, aluminum and copper tariffs whenever the two jointly decide that imports threaten national security.

The Bureau of Industry and Security published a notice on August 6, 2026 (91 FR 50757) proposing 14 more derivative articles. Public comments closed on August 27, 2026, and trade wires carried the derivative additions again on September 26.

Two entries on that list matter to metalworking buyers. Parts of welding machines and apparatus sit at HTSUS 8515.90.2000. Self-propelled cranes, mobile lifting frames and straddle carriers are listed at HTSUS 8426.12.0000 and 8426.41.0090. The rest runs from aluminum powder and electric conductor cables to fire extinguishers, hydraulic parts and filled steel containers.

On rates, Commerce proposes 25 percent for most of the list. Cranes, mobile lifting frames and straddle carriers would follow the rates in Proclamation 11032 of June 1, 2026, because they count as mobile industrial equipment. Self-loading agricultural trailers would sit at 15 percent, and filled steel containers for propane, oxygen and propylene at 50 percent, charged only on the value of the container and not on the contents.

What to do nowConfirm the HTS line of every spare part with your customs broker before you quote a delivered price

Why it matters: laser cutting machines are not on the list, but welding machine parts are, and those are exactly the items customers reorder every year. A spare parts price list agreed in August is not the price you pay in December. Ask suppliers for CFR or DDP quotes with the duty line shown separately, and keep the HTS code on the invoice. If you run a laser welding machine, the torches, optics and nozzles you buy in are the lines to watch.

2. Laser Cutting Market Heads to $20.88 Billion, Fiber Lasers Take 68 Percent

A market study released on September 26 puts the laser cutting machine market at USD 7.42 billion in 2025 and USD 20.88 billion by 2035, a 10.9 percent CAGR that adds USD 13.46 billion in annual revenue over the decade (DataM Intelligence).

Fiber lasers took 68 percent of 2025 revenue, or USD 5.05 billion. CO2 held 18 percent at USD 1.34 billion, solid state and disk 8 percent at USD 593.6 million, and diode, hybrid and other sources 6 percent at USD 445.2 million.

Machine format splits the market the same way shop floors split work. Flat sheet machines led with 57 percent, or USD 4.23 billion. Tube and profile machines were 21 percent at USD 1.56 billion. Combination sheet and tube systems took 12 percent, three dimensional and robotic cutters 7 percent, and specialized machines 3 percent.

Power bands tell the same story. Machines rated 6 to 12 kW are now the biggest single band at 31 percent, equal to USD 2.30 billion. The 3 to 6 kW band holds 27 percent, 12 to 20 kW 18 percent, and everything above 20 kW only 3 percent at USD 667.8 million. Automation counts for as much: cells with loading and unloading produced 46 percent of 2025 revenue.

A second study from Fortune Business Insights puts the same market at USD 6.85 billion in 2025, USD 7.44 billion in 2026 and USD 18.43 billion by 2034 at a 12 percent CAGR. It puts Asia Pacific at 37.60 percent of 2025 revenue, North America at 28 percent and Europe at 19.4 percent, with China projected at USD 1.37 billion in 2026, the US at USD 1.4 billion, Japan USD 0.55 billion, India USD 0.44 billion and Germany USD 0.33 billion.

Segment2025 shareValue

Tube and profile machines21%USD 1.56 billion
Power band 6 to 12 kW31%USD 2.30 billion
Automated cells with load and unload46%USD 3.41 billion
CO2 machines18%USD 1.34 billion

Why it matters: the useful part of these numbers is not the total. It is that buyers now weigh good parts per shift, sheet yield, assist gas cost, operator dependency and downstream capacity before they approve a machine. A faster cutter just moves the bottleneck to unloading, sorting, bending or welding. When you compare quotes, put cost per good part next to the invoice. If your work is mixed, remember that the tube and profile segment is already a fifth of revenue: a laser tube cutting machine with automatic loading usually beats two machines and two operators, and the same logic applies to a fiber laser cutting machine bought without a loading plan.

3. One Gantry, Four Jobs: 20 kW Laser Plus Drilling and Tapping

MFV Maschinenbau in Goerlitz, Germany cuts about 2,000 metric tons of wear-resistant steel a year, mostly Hardox, and keeps roughly 1,000 tons of sheet in stock so it can promise short delivery times. The company had no laser at all until 2023, when it ran oxy-fuel and plasma only.

The machine it added is a Microstep MSF Pro with a 9,000 by 2,500 mm swap table, a 20 kW IPG fiber source and a cutting range from 2 to 40 mm. What makes it unusual is everything else riding on the gantry: a 3D cutting head for weld seam preparation, an automatic 8-position nozzle changer, a 21 kW drilling unit and a 6-position tool changer (reported by bbr on September 25).

The drilling unit bores holes up to 30 mm in diameter in material up to 25 mm thick and cuts threads up to M20. A Hoerbiger mixed-gas console makes thicker plate cheaper to cut, and an automatic calibration unit detects when the cutting head has been knocked and compensates for the deviation, so the operator does not have to re-calibrate after a collision.

Batch sizes run from a single part to 1,000 pieces. Management says the large format reduces material waste, and that combining laser cutting, chamfering, drilling and thread cutting in one setup shortens turnaround and removes downstream operations.

SpecificationDetail

Drilling unit21 kW, holes to 30 mm diameter in material up to 25 mm thick

Batch range1 to 1,000 components per batch

Why it matters: count setups, not machines. Every time a plate leaves the table it gets re-clamped, re-referenced and re-measured, and you pay for that in labor, fixtures and scrap. Most buyers do not need a 9 by 2.5 meter gantry, but the principle scales down to a standard fiber laser cutting machine: buy the bevel head and the loading table with the machine, not in year two as a retrofit, and check whether nesting keeps small parts on the table instead of sending them to a second operation.

4. Mexico Keeps Antidumping Duties on Russian and Ukrainian Hot Rolled Steel

Mexico's Ministry of Economy closed its sunset review and kept antidumping duties on hot rolled steel from Russia and Ukraine for five more years, counted from March 29, 2025. The rates stay at 21 percent for Russian material and 25 percent for Ukrainian material.

The duties apply regardless of the country of shipment, so a coil routed through a third country does not escape them. That detail matters to traders who invoice from a different origin than the mill.

Scope is narrow and specific: hot rolled steel, unalloyed or alloyed with a boron content of 0.0008 percent or higher, width 600 mm or more and thickness under 4.75 mm, in any length. The listed tariff codes include 7208.10.03, 7208.26.01, 7208.27.01, 7208.38.01, 7208.39.01, 7225.30.91 and 7225.40.91 (SteelOrbis, September 26).

Ternium Mexico and ArcelorMittal Mexico requested the review. The review covered January 1 to December 31, 2024, with an injury analysis running back to January 2020.

Why it matters: if laser cut parts ship into Mexico, or your customer buys the coil, this sets the floor on material cost for the next five years. Duties on raw coil show up later in the price of a bracket or a frame, so a quote without a material clause is a risk on long dated orders. If your parts are stainless steel or aluminum alloy instead of carbon hot rolled, the tariff math is different, and the grade and thickness you specify decide which rules apply.

Frequently Asked Questions

Which laser equipment is affected by the US Section 232 derivative list?

Parts of welding machines and apparatus, classified at HTSUS 8515.90.2000, are one of 14 derivative articles that Commerce proposed adding to the Section 232 steel, aluminum and copper tariffs in a notice published August 6, 2026. Laser cutting machines themselves, under heading 8456, are not on that proposed list. Commerce proposes a 25 percent rate for most of the listed articles, with self-propelled cranes and straddle carriers following separate rates in Proclamation 11032.

How big is the laser cutting machine market and which segment is growing fastest?

DataM Intelligence put the market at USD 7.42 billion in 2025 and USD 20.88 billion by 2035, a 10.9 percent CAGR that adds USD 13.46 billion in annual revenue over the decade. Fiber lasers held 68 percent of 2025 revenue, equal to USD 5.05 billion. Tube and profile machines were 21 percent at USD 1.56 billion, and the 6 to 12 kW power band was the largest single band at 31 percent.

Why put a 20 kW laser, a bevel head, a drill and a tapping unit on one gantry?

Because setups cost more than cutting time. The Microstep MSF Pro at MFV Maschinenbau in Goerlitz cuts plate from 2 to 40 mm, prepares weld seams with a 3D bevel head, drills holes up to 30 mm in diameter and cuts threads up to M20 without the plate leaving the table. One clamping means one reference point, less handling and fewer downstream operations.

What steel does Mexico's antidumping extension cover?

Hot rolled steel from Russia and Ukraine, unalloyed or alloyed with a boron content of 0.0008 percent or higher, width 600 mm or more and thickness under 4.75 mm, in any length. Duties stay at 21 percent for Russia and 25 percent for Ukraine for five years counted from March 29, 2025, and they apply regardless of the country of shipment.

What should a buyer check before signing a laser machine contract this quarter?

Three things: the tariff line for spare parts and any US bound shipments, the cost per good part rather than the invoice price, and who is accountable for loading, nesting and scrap. Automated cells with loading and unloading produced 46 percent of 2025 revenue in this market, so price the automation now instead of in year two. For the welding spares caught by the derivative list, that means the consumables you reorder for your laser welding machine.
