Laser Industry News — October 16, 2026: US Section 301 Exclusions Expire November 10, Tube Laser Launches at CIIF Shanghai, a Handheld Welding Wave, EuroBLECH 2026 Preview

October 16, 2026

The 178 remaining US Section 301 exclusions for China expire on November 10, 2026, and nothing on the record extends them yet. Tube laser makers used CIIF in Shanghai (October 12-16) for a new machine wave. Handheld laser welding picked up three new platforms in a single week. EuroBLECH 2026 opens in Hanover on October 20 with the next generation of high-power cutting machines.

1. US Trade Calendar: 178 Section 301 Exclusions Expire on November 10

The truce headline says January 10, 2027. The regulatory calendar says November 10, 2026, and nothing published closes the gap. That is the part trade teams are working with this week.

The 178 remaining Section 301 China exclusions expire on November 10, 2026. Entries filed on or after that date lose the carve-out and fall back to the standard Section 301 rate for their tariff line, unless USTR issues another extension. No extension had been announced as of October 12.

Three separate measures run out on November 9 and 10, two months before the truce deadline does.

Stack the layers and the effective rate on most Chinese goods sits near 37.5%. That is a most-favoured-nation baseline, a 12.5% Section 301 forced-labour tariff, legacy Section 301 duties from Lists 1 to 4A running from 7.5% to 100%, and Section 232 duties where they apply. No single line on a quotation tells you which layer is driving it.

The relief framework published on September 27 and 28 covers 77 US tariff lines at the eight-digit HTSUS level and 1,619 Chinese lines, weighted to agriculture, timber and fish. Semiconductors, EVs, batteries, rare earths, aircraft, steel, pharmaceuticals, crude and LNG are carved out entirely. None of it is operative yet: there is no Federal Register notice, no proclamation and no Chapter 99 amendment that would make a claim possible.

Europe is moving on the same axis. The fourth-quarter steel safeguard quota opened on October 1 under an 18.3 million tonne annual quota, with a 50% duty once a country uses up its allocation. Northern European hot rolled coil offers sat at EUR 740-760 per tonne EXW on October 9, Italian import offers at EUR 580-600 CIF, and World Steel Dynamics expects EUR 780 EXW by the end of October.

Why it matters: the working answer is unglamorous. Check your own lines at the 8- and 10-digit level, not the summary rate in a press release, and quote duty separately from goods value so the customer sees both. If you buy stainless steel sheet or pipe as well as machinery, the EU quota and coil price direction is the number that moves your landed cost this quarter. Tell us your HS code and destination and we will quote the machine and the material separately.

2. CIIF 2026 in Shanghai: the Tube and Pipe Machine Wave

CIIF opened on October 12 at the National Exhibition and Convention Center in Shanghai and runs through October 16. Tube and pipe processing carried the show.

Bodor Laser launched its Future series flagship tube laser around the opening. The pitch is one machine for the whole process: cutting and drilling in a single setup, with the automation built in rather than bolted on afterwards.

Lonx Laser, formally Guangdong Longxin Laser Intelligent Equipment, opened the fair on its stand in Hall 2, booth D018, with the K Series tube laser family, an automated tube production solution, and the global debut of the X3 high-speed sheet metal laser cutting machine.

Aore Laser showed the V24, a fully enclosed high-speed machine for small and medium tube, cutting live on the stand. The same booth had its A-W7 welding robot aimed at steel structure, bridge, shipbuilding and transmission tower work, sold on no-teach programming for small batches.

Why it matters: a tube shop buys time, not watts. When a machine takes a part off the saw, out of the drill fixture and off the grinder, the saving shows up in headcount and in how many people you need on the second shift. That is why these launches cluster in tube and pipe rather than in flat sheet. If you want the same effect on your own parts, our laser tube cutting machine page covers tube range, chuck configuration and loader options, and we will size it against your part list.

3. Handheld Laser Welding Adds Three Platforms in One Week

SIELUX, the welding brand under Hymson Laser Technology Group (SSE 688559), launched its X Series handheld laser welding machines on October 12. Four models, X35M1, X45M1, X55M1 and X75M1, cover repair work through to high-volume production.

The X Series welds carbon steel, stainless steel and aluminium, and adds a Turbo Deep Penetration Mode, an 80 W wire-feeding motor, automatic wire cutting and closed-loop feedback control for continuous operation.

Kemppi introduced FastBeam 3 on October 6 through The Fabricator, a 3 kW handheld system with the water-cooled LT3 torch, CoolFeed 300 wire feeder and a touchscreen ControlPad. Beam shape, balance and oscillation are adjustable, and the chiller can sit away from the welding area to cut heat and noise at the bench.

FANUCI and FALCON ran handheld laser welding and a welding cobot live at ExpoWELDING in Katowice from October 13 to 15, and invited visitors to bring their own difficult part rather than take a catalogue home.

Why it matters: handheld welding is no longer the cheap option on the side of the shop. It is now a standard station next to MIG and TIG, and the machines are being specified like one. When you compare units, look past the headline power. The wire feeder, the cooling and the duty cycle decide whether the machine survives a double shift. Our laser welding machine range covers handheld and cabinet configurations, and we will match the torch and feeder to the joints you actually weld.

4. EuroBLECH 2026 Opens October 20: High-Power Machines and a Bigger Market

EuroBLECH 2026 runs from October 20 to 23 at the Hanover exhibition grounds, the first edition since 2024.

TRUMPF announced the new generation of its TruLaser 5000 series on October 9. It runs up to 24 kW and takes sheets from 3 x 1.5 m up to 6 x 2 m. The story is uptime rather than speed: cameras inside the machine with live streams, a production dashboard on the control panel showing remaining runtimes and current events, a collision overview that lists which programs caused downtime, and three years of Condition Monitoring included as standard.

Two features are worth noting for anyone buying in 2027. Active Speed Control now monitors nozzle condition during cutting and starts a check cycle when contamination shows up, before scrap is produced. Smart Rerun detects an interrupted cut and resumes it at the right point without an operator in the loop.

DNE Laser will take a 513 square metre stand in Hall 13, booth A52, its largest yet, with five new series including the D-Tube tube laser line and the D-Speed SE open single-table machine. The existing ID-Speed model is quoted at up to 20 kW and 150 m/min positioning speed, with a 22% gain on 1-3 mm sheet and a further 15% from 7 Hz low-pass filtering.

The market behind these launches is growing steadily rather than explosively, and the forecasts disagree on the slope.

Source Base year Forecast CAGR

The Business Research CompanyUSD 6.06 bn (2025)USD 6.65 bn (2026), USD 9.52 bn (2030)9.4-9.6%

Why it matters: what is launched at a show becomes the reference point for quotations for the next twelve months. So the useful question is not which machine has the most power. It is what happens when a cut fails at three in the morning, and whether the loader can keep up with the cutting speed you are paying for. Compare our fiber laser cutting machine options on power, table size and automation, or send us your cut list and we will tell you which combination pays back first.

Frequently Asked Questions

What happens to the US Section 301 exclusions on November 10, 2026?

The 178 remaining Section 301 exclusions for Chinese goods expire. Entries filed on or after November 10, 2026 lose the carve-out and are assessed at the standard Section 301 rate for their tariff line, unless USTR issues another extension. As of the October 12, 2026 analysis by Thomson Reuters, no extension had been announced. Screen your own products at the 8- and 10-digit level, because exclusions are often carved out below the tariff-line level.

Does the 30-for-30 framework cut duties on laser machines now?

No. The reciprocal lists published on September 27 and 28, 2026 are not operative. There is no Federal Register notice, proclamation or HTSUS Chapter 99 amendment that would make the relief claimable, so nothing changes at the customs entry today. The US list covers 77 eight-digit HTSUS lines such as household textiles, small appliances and toys, and the Chinese list covers 1,619 lines weighted to agriculture, timber and fish. Semiconductors, EVs, batteries, rare earths, aircraft, steel, pharmaceuticals, crude and LNG are carved out entirely. Plan against the Federal Register, not the press release.

Why are so many new tube laser machines launching at the same time?

Because tube and pipe work is where the labour sits. A machine that cuts, notches and drills in one setup replaces several separate operations that used to run across a saw, a drill and a grinder, and it takes the deburring step with it. The October launches at CIIF in Shanghai point the same way: integrated processes, smaller footprint, less manual handling. If you are weighing the switch, our laser tube cutting machine page lists power, chuck and tube-range options to compare against a quote.

What should I check on a 3 kW handheld laser welder before ordering?

Wire feed and duty cycle first, power second. Ask for the wire-feed motor rating, whether wire cutting is automatic, and what the supplier claims for continuous operation, because a handheld machine is usually limited by its feeder and its cooling rather than by the laser source. Check which materials the machine covers and at what thickness, since aluminium is harder than carbon steel, and ask how beam shape and oscillation are controlled for gap and fit-up variation.

What should a buyer take from the EuroBLECH 2026 launch list?

That the specification war has moved from power to uptime. The machines shown in Hanover compete on cameras and live process data, nozzle condition checks, automatic restart after an interrupted cut, and condition monitoring included as standard. When you compare quotations, ask what the machine does when a cut fails at 3 am, and whether the loading system keeps up with the cutting speed. Our fiber laser cutting machine page covers the power, table and automation combinations we can build.
